Bio

Chantal Frappier was appointed to the Bank of Canada’s Board of Directors in November 2025.

Born in Montreal, Quebec, Ms. Frappier holds a bachelor's degree and a specialized graduate diploma in accounting and auditing studies at the Université du Québec à Montréal. She also holds a Certified Fraud Examiner (CFE) designation, a Certified Internal Auditor (CIA) designation, and a Chartered Professional Accountant (CPA) designation.

Ms. Chantal Frappier began her professional career as External Auditor with Ernst & Young. Most recently, she was named Vice President, Internal Audit in June 2019. Ms. Frappier joined Cogeco – a telecommunications corporation that operates in both Canada and the U.S. – as Director, Internal Audit, in 2009 and was promoted to Senior Director in 2015. She previously held various positions in internal audit and financial compliance with ING Canada (now Intact Insurance) and was Assistant Controller at Mayrand Ltd., a Quebec based company that operates in food retail and wholesale.

Ms. Frappier is a member of the Board of the Canadian Craft Federation, a federation of organizations that works at uniting, enriching, empowering and celebrating the professional contemporary craft sector through collaborative action, networking, and community development. She has also been a member of the Board of Bâtiment Durable Québec, a member of the Board of the Canada Green Building Council (Québec Chapter), an Executive Council member of the Institute of Internal Auditors (Montreal Chapter), and a member of the Board of Directors of the Québec chapter of Canadian Women in Communications.
