Bio
Annie Portelance was appointed Advisor and Chief of Staff to the Senior Deputy Governor in 2026. In this role, she leads the Bank’s strategic planning process, sets priorities for the Senior Deputy Governor’s office and provides advice on key issues and challenges across operational and policy areas. She also works with her colleagues on Executive Council to oversee the Bank’s operations, and with Governing Council to support the objectives of the Senior Deputy Governor and the Bank.
Prior to her appointment, Ms. Portelance served as Managing Director of Communications, leading the Bank's internal and external communications and providing strategic advice to support the Bank’s core functions. She previously served as Senior Director, Communications where she led the Communications department's strategic planning and service delivery functions.
Ms. Portelance joined the Bank in 2002 as a media relations specialist and subsequently held progressively senior roles in the Bank’s Communications Department. She was seconded to the Social Sciences and Humanities Research Council in 2011 to contribute to its strategic planning and policy function. In 2013, she joined the Bank's Financial Services Department to establish a new Corporate Planning function. She returned to the Communications department in 2017 as Director of Research and Analytics.
Ms. Portelance holds a bachelor’s degree in Public Communications from Laval University. She pursued extensive graduate-level studies in Business Administration at Laval University and competed several management programs including the Executive Certificate in Strategy from the Smith School of Business at Queen's University.
