Bio

Steve Thomas was appointed General Counsel and Corporate Secretary of the Bank of Canada, effective April 3, 2023. In this capacity, he supports the Bank’s Board of Directors and its senior management, and acts as the principal liaison between them. Mr. Thomas is responsible for all legal matters and provides expertise and direction in corporate governance practices.

As the Bank’s Assistant General Counsel from May 2014 until his current appointment, Mr. Thomas was responsible for the Bank’s Legal and Procurement Services units. He joined the Bank from the Office of the Superintendent of Financial Institutions (OSFI) where he managed a team that supported OSFI’s mandate of supervising and regulating federal financial institutions. Prior to this, he was Partner at Borden Ladner Gervais LLP, where he worked in the areas of corporate finance and securities regulation.

Mr. Thomas is a graduate of Queen’s University and Osgoode Hall Law School and has been a member of the Law Society of Ontario since 1999.
