Bio
Sylvain Giguère was appointed Regional Director (Economics) at the Bank of Canada’s Regional Office for Quebec in May 2025. In this role, he leads the Survey and Economic Intelligence team based in Montreal, directs research and analysis on economic and sectoral developments, and oversees the Bank’s Business Outlook Survey in the province. He also plays a key role in the Office’s efforts to communicate the Bank’s messages to a wide range of external audiences and to foster dialogue on the economy and monetary policy.
Prior to joining the Bank, Mr. Giguère held various senior-level positions in Canada and internationally, including Head of Division at the Organisation for Economic Co-operation and Development (OECD) in Paris; Vice-President, Business Development and Economic Impact at Mitacs; and Chief Economist and Head of Metropolitan Economic Development at the Montreal Metropolitan Community. He also served as an economist with Quebec’s Ministry of Finance.
Born in Montreal, Mr. Giguère holds a PhD in economics from Université Paris 1. He also studied at Queen’s University (PhD course work) and holds both master’s and bachelor’s degrees in economics from Université du Québec à Montréal.
