Because the tariffs were hypothetical at the time, firms could envision the degree and scope, which therefore varied across the sample. In 2025Q2, actual tariffs were in place, so responses were simply coded as what each firm expected relative to a scenario without tariffs. Note that respondents were not explicitly asked specific questions about the areas of their business they expect to be affected. Results shown here are based on firms’ responses and comments firms made throughout each survey interview.",
