The Bank of Canada releases the November issue of the Financial System Review
OTTAWA – The November issue of the Financial System Review will be released on Tuesday, November 28, 2017.
The Financial System Review (FSR) features the following sections:
Assessment of Vulnerabilities and Risks: This section summarizes the Governing Council’s judgment on the main vulnerabilities and risks to the stability of the Canadian financial system and highlights the efforts of the Bank and other Canadian and international regulatory authorities to mitigate those risks. After a brief survey of macrofinancial conditions, the principal vulnerabilities and risks are examined.
Reports: The following featured reports examine, in greater depth, selected issues of relevance to the financial system:
- Analysis of Household Vulnerabilities Using Loan-Level Mortgage Data
- Shoring Up the Foundations for a More Resilient Banking System: The Development of Basel III

At 8:00 (ET), journalists are invited to review the FSR, under embargo, at the Bank’s head office in Ottawa (please use the Bank of Canada Museum entrance, located at 30 Bank Street, on the corner of Bank and Wellington), as well as at the regional offices in Toronto (Boardroom, 20th Floor, 150 King Street West) and Montréal (Salle Bernard-Bonin, 20th Floor, 1501 McGill College Avenue). Please be sure to have your press card with you.

At 09:00 (ET), senior Bank officers will provide background information and respond to questions on the content of the FSR. Information gathered at the session may be used freely in news reports and commentaries, provided it is not attributed to the Bank or its officers. Electronic recording is not permitted.
At 10:30 (ET), the lock-up ends and the embargo is lifted.

At 11:30 (ET), Stephen S. Poloz, Governor of the Bank of Canada, will hold a press conference in the Bank of Canada’s auditorium. He will be accompanied by Senior Deputy Governor Carolyn A. Wilkins.
